"content": "Mr. Deputy Speaker, Sir, I beg to move that the Public Procurement and Disposal (Amendment) Bill, Bill No.27 of 2011 be read a Second Time. This Bill is a proposal for the amendment of the Procurement Act. It is in line with the provisions of Article 55 of the Constitution of Kenya, which provides that the State shall take measures, including affirmative action programmes, to ensure that the youth have opportunities to participate in the political, social and economic spheres of life of this great nation. Affirmative action has been defined in the interpretation part of the Constitution. Affirmative action as defined in the interpretation part includes any measure designed to overcome or ameliorate an inequity, or the systematic denial or infringement of a right or fundamental freedom. Under this Article, for the first time, our Constitution has recognized the young people of this great nation."
