    "content": "The Irrigation Bill, 2017 was published on 1st December 2017. It was read the First Time on Wednesday, 14th February 2017. In considering the Bill, the Committee applied the constitutional principles of public participation. In this regard, the Committee invited comments from the public by placing advertisements in the Daily Nation and the Standard on 16th February 2018. It received and consolidated submissions from the Ministry of Agriculture, Livestock and Fisheries, the National Irrigation Board, the Council of Governors, the Nature Kenya, Mwea Irrigation Water Users and Mwea Irrigation Scheme. Their views and comments are captured in the Report. The Committee considered submissions from the various stakeholders and came up with a number of amendments that are captured in the Report."
