    "content": "Let me emphasise the issue of compensation of people in areas where the projects will be done. I would like to see a fair, just and prompt compensation if we are going to set up irrigation schemes and make sure that everybody is adequately and properly compensated. Before I conclude, let me thank the Committee and say that if we benchmark, especially with some of the local successful projects that we have carried out like the Mwea Irrigation Scheme, we will come up with a comprehensive and helpful scheme. With those few remarks, I support this relevant, well-structured Bill. Thank you very much."
