"content": "Hon. Members, as you are aware, the Member stood pursuant to Standing Order No.58 which provides that once a Motion has been moved and proposed, it becomes the property of the House. It is in the possession of the House and may not be withdrawn without leave of the House. Therefore, it means that the Member is seeking the leave of the House. It is not the leave of the Speaker. I can see some few requests. I do not know whether they are to grant or deny leave or whether they are requests from Members who were the early birds. Let us have the Member for Mathare."
