    "content": "Secondly, there is the issue of safeguarding the Bill from the Executive. Last year, we passed a Bill here on petroleum but we did not put capping. However, when this Bill was taken to members of the public for their input, it was discovered that there was capping on revenue allocation, which we did not pass. We just said 10 or 20 per cent of the revenue but the Ministry technocrats advised the President to put a capping. This has caused a lot of problems amongst the wananchi. This Committee was told about it. You cannot give food and when somebody wants to take a scoop of it, you remove it. We appeal to the Committee to be very careful when they take this Bill forward.
