    "content": "I would like to appreciate that this Bill requires the Cabinet Secretary for Ministry of Energy to develop an integrated national energy plan. I am sure this is not new. We have various legislations and national polices which requires Cabinet Secretaries to develop national plans. The challenge we have most of the times after these Bills become Acts of Parliament, after they have been assented to by His Excellency, implementation becomes a problem. My only hope is that once we are done with our work and this Bill becomes law, the Ministry responsible is going to implement the provisions of this law. The Cabinet Secretary is required to develop a national policy and this policy is supposed to be reviewed after every five years. The Bill has clear provisions in terms of monitoring how the plan is going to be implemented. It also has clear provisions in terms of promoting investments to ensure that the plan is implemented. With those few remarks, I would like to support the Bill."
