"content": "We need to determine that anybody below 35 years of age does not need to prove his or her financial credibility because at that level and age, they have not had an opportunity to earn any money. Even if you have been employed somewhere, you most probably have not been able to pay your loans if you had a loan in campus. My proposal is that we should pass a law to say that for anybody who is 35 years and below, what is needed is proof that the person is not a criminal. So, you can take your certificate of good conduct because that is a basic requirement."
