    "content": "At this stage I will reserve my comments on what is happening there and continue with the business of the House. This Bill addresses the issue of signing of the production sharing agreements. These production sharing agreements, at one stage or another, will also come to this House. We have taken care of that in this Bill. Before they move to the next stage of development and production, they sign what is called field development plans. These field development plans plus the production sharing contracts will be brought to this House within two years. Within signing of the field development production plan, they will be brought to Parliament within 30 days. That is provided in this Bill. Parliament will be able to look at the two documents and determine how the exploration would impact the local community."
