"content": "In Clause 14, the Bill establishes the Upstream Petroleum Regulatory Authority. In my mind, having gone through the Bill, this is probably the most important institution that is being established by the Bill. Its functions are clearly indicated in Clause 15. It is an authority that will look at all aspects of oil from upstream, midstream to downstream. Licensing and agreement will all be looked at by the Authority. Its functions are clearly outlined in Clause 15. Even during operations, there will be need to regulate, inspect and see how all these operations are going on. There will be need to look at equipment and infrastructure that is developed. All those are clearly provided for in the Bill. It has powers to enforce these laws, investigate complaints and provide guidelines. So, if this law is passed and we implement it, we will go into the oil industry very well protected, as a country. The same Authority has a board of directors. The qualifications required for one to qualify to be the Chairman and all the members and the terms of the board of directors are well spelled out.
