    "content": "I have looked at the Bill and it has raised a good issue which is that from time to time, the CS will set up regulations that will guide this kind of engagement. If we have this kind of engagement in place with the national Government or the unit set apart to regularise this kind of partnership, we will definitely feel the development at the grassroots. I suggest that with the constraint of resources that we have in the public sector, we need to come up with a formula that the private sector be given an opportunity to step in terms of what they can offer county governments. When the private sector comes up with a specific project, they always have a timeframe on how long it would take. They have the expertise to implement the same. Given an opportunity with proper regulations, we are sure that this kind of partnership will generate some kind of growth at the grassroots. I rise to support this amendment Bill without reservations. We should support it so that our people at the grassroots benefit from this kind of arrangement."
