    "content": "Coming back to the Bill, it is excellent. We have seen examples where PPPs have worked very well. I am a Member of the Departmental Committee on Finance and National Planning and our Vice Chair mentioned the hostels at Kenyatta University. We know that we have wind power generation in Turkana. It has been hampered somewhere. Those are some of the questions we need to ask as we dissect the Bill. We would like to know why some of the programmes that are beneficial to the country get bottlenecks along the way."
