    "content": "Mr. Deputy Speaker, Sir, there may have been cash flow problems in the initial stimulus projects which are implemented under the supervision of the Ministry of Public Works through the tendering process. The funds are directed to this Ministry which I think tendered nationally. I think that problem has now been resolved in the initial districts which were in Phase I. Monies have also been allocated for Phase II under the stimulus project and tenders are being processed by the Ministry of Public Works. However, I am not aware of stalled projects, unless there are other issues like quarrels about where the district headquarters should be. If the hon. Member gives me a specific project which has stalled, then I am prepared to go back and confirm with the Ministry of Public Works the reasons for stalling."
