    "content": "Mr. Deputy Speaker, Sir, this is a very big challenge to all of us because you do realize that it is the leaders, on request by their people who pressurize the Government to create these districts. There are so many districts and, obviously, there will be challenges because we have to take care of the district headquarters first and then the divisions. But we want to encourage that you support us to get more resources from the Treasury to enable the various divisions to be operational. But it is true, indeed, that we do have those challenges, but we are negotiating for the Treasury to increase our ceilings."
