    "content": "The reason for the amendment is that we have added one more role for the Kenya National Urban Roads Authority which is what people know as Kenya Urban Roads Authority (KURA). It has been renamed. We have added more roles. Their functions will also include Public Private Partnerships. It never used to be there. We have introduced PPP to the Kenya National Highways Authority (KeNHA), so that they can proceed clearly and comfortably."
