    "content": "Hon. Chairman, I am obviously concerned that Hon. Kajwang’ is misleading this Committee. If he stuck to his amendment, it becomes very clear that his amendment is trying to remove everyone else. The new law would read: “The person holds a Bachelor’s Degree in Planning, Civil Engineering”. That is what his amendment is trying to do. The amendment will only be inserted into the law as it is here. When you insert this amendment into the current Bill, it will read: “Holds a Bachelor’s Degree in Planning, Civil Engineering, Master’s Degree from…” The Chairman has already amended all that. The Chairman has already removed the amendment in (b), which was talking of relevant experience."
