    "content": "Once again, I see introduction of structural changes. There will be a distinction on how you deal with roads that are constructed purely by public funds and those ones where there is PPP. Looking into the future, it seems like structures within the Ministry may require that you have a department dealing strictly with those roads constructed under the PPP. I would like to be assured that, that is in the works because if we do that, it will be difficult to monitor who is dealing with certain roads. I need to be informed now before I make a decision."
