    "content": "Hon. Temporary Deputy Chairman, a lot of clarification has been on roads in accordance with agreements between the Authority and the county governments. Clause 71 says that despite sub-section 3, any agreement entered into by an authority relating to the programme among the Fund shall be made in consultation with the KRB. So, basically, you are now having a tripartite agreement – between the KRB on one hand and the Authority and the county government on the other. Is that the gist of this amendment?"
