    "content": "Hon. Temporary Deputy Chairman, I beg to move: THAT, Clause 101 of the Bill be amended by deleting the words “being either a department or division”. I am trying to strengthen and upgrade the authorities in the counties. It used to be something small under a department yet it is becoming an authority after this Bill. So, we are making them independent and stronger through the amendment."
