    "content": "Temporary Deputy Chairman, I beg to move: THAT, the Third Schedule be amended by inserting the following row immediately after the proposed amendment to section 6(2) of the Kenya Roads Board Act No.7 of 1999 — s.12 Delete and substitute therefor with the following— “(2) A person shall be qualified for appointment as the Executive Director if that person – (a) holds a Master’s degree in finance, accounting, law or engineering from a university recognised in Kenya; (b) has knowledge and at least ten years’ experience in a relevant field; has served in a senior management position for a period of at least five years; and (c) satisfies the requirements of Chapter Six of the Constitution”"
