    "content": "Hon. Temporary Deputy Speaker, we have 47 county governments in this country. Counselling should be a decentralised and devolved function. Health is a devolved function. One thing I would like to suggest is that all health institutions should have a counselling centre. The counselling centres should be properly manned by people who are open and can provide services so that the ills that are likely to affect our population are thwarted and controlled for good."
