    "content": "Hon. Members, as you will all recall, the House resolved into Committee of the whole House yesterday to consider the Kenya Roads Bill (National Assembly Bill No. 47). I must commend the House and those Members who stayed. Members, you are aware that the House gets criticised about the quality of Bills. The quality of Bills that come out is as good as your participation. You are the ones who inform the quality of legislation that comes out. Obviously, I must exonerate myself from quality because it is your business and you are the ones who input into the Bills. I am saying this because we have two other Bills that are scheduled for the Committee of the whole House and I urge you to participate because you help enrich the Bills for the benefit of the rest of the country."
