    "content": "Hon. Chairman, I am not giving a speech. I wanted to explain why I have brought this amendment. For good and smooth management of irrigation schemes, we need three entities. We have the Water Users Association which is already defined in this Bill. We want to bring in a Scheme Management Committee because Article 19 of this Bill proposes the smooth transfer of skills and management to the local communities. That is why I have brought in Scheme Management Committee as a structure that will enable that transition of skills and management."
