    "content": "I am concerned because this is an Authority which is being given the duty of managing irrigation. The CS has many other functions in many areas of the Ministry. To remove the responsibilities and take them back to the CS is now limiting the Authority’s work. It is the Authority that should get that information. To that extent, I oppose the amendment. The Authority should do this work."
