Chairman, I beg to move: THAT, Clause 3 of the Bill be amended — (a) by renumbering the opening paragraph as sub-clause (1); (b) by deleting paragraph (b); (c) inserting the following new sub-clause immediately after sub-clause (1) — (2) Save where this Act expressly provides otherwise, any license granted or anything done under this Act shall not affect the right, privilege, obligation or liability acquired by any licensee or other person in any contract or under any written law prior to the commencement of this Act. Just to inform the Members, the Energy Bill has a lot to do with petroleum. In this Bill, most of the amendments will be to clauses in the Petroleum Bill. The reason for amendment in this clause is to delete the reference of importation, exploration and sale of petroleum as the Petroleum Bill will be the prevailing law on all matters relating to petroleum. This relates to matters that are supposed to be in the Petroleum Bill."
