    "content": "Thank you, Hon. Chairman. I am not objecting to Hon. Osotsi’s amendment, but ordinarily and procedurally, what has been happening is different. Before one comes and gives the gist of his or her amendment, one needs to mention it. He just went straight. When we were struggling to see where it is, he was talking of the gist of it. So, we did not see what it is about the policy. That is where the challenge was. I want him to start by saying “we propose to change a, b, c, and d”, then to the gist of the amendment."
