    "content": "As I have indicated, in accordance with the Standing Orders, a Motion is not admissible if it is contrary to the Constitution. After the passage of the new Constitution, it is important that its full implications be appreciated. In particular, Article 10 of the Constitution sets out the national values and principles of governance which bind all State organs, including this House, when they apply or interpret the Constitution or any law or make or implement public policy decisions. These values include among other things the rule of law. The rule of law in its most basic element means that all persons are bound to obey the law."
