    "content": "Hon. Members, in these premises, I rule that the Motion by the hon. Ogindo is inadmissible in that it be not proceeded with to the extent that it calls on this House to make a resolution, the effect of which would be in conflict with the provisions of the CDF Act and would, therefore, be in contravention of the statute. I rule also that the Motion is inconsistent with the dignity of the House in that it calls on the House to make a resolution that will be in conflict with the law that the House has itself made."
