    "content": "Thank you, Hon. Chairman. As Dr. Nyikal is saying, it is true. There are funds and we are bringing in an authority and a commission. These revenues with any interest held by the authority or banks ought to be taken only to one place. Further, the amendment seeks to create clarity that revenue collected by the authority including fines and levies shall be paid into the Consolidated Fund and provide for the regulatory making powers of the CS responsible for petroleum. That is what we are saying; that there will be funds."
