Chairman, Clause 3 (a) of the Bill says that the amount allocated in accordance to this sub section shall not exceed twice the amount allocated to the County Government by Parliament in the financial year under consideration. If you remove the word “twice”, then it shall not exceed the amount allocated to the County Government. That is a significant difference. You are reducing the allocation by twice."
