    "content": "THAT, aware that the Fourth Schedule of the Constitution provides for the protection of the environment and natural resources and, in particular, water protection, securing sufficient residual water among others by the National Government; further aware that the existence of abundant water during rainy seasons goes to waste uncollected; deeply concerned about the destructive nature of the said excess water on roads, buildings and other infrastructure including loss of lives in the cities and major towns; cognizant of the fact that during dry periods, there is always rationing of water due to low water levels in the reservoirs that serve the cities and major towns; this House urges the Government to consider creating water collection and storage management systems in the cities and major towns in Kenya."
