    "content": "Hon. Temporary Deputy Speaker, Kenya is ranked as a water scarce country. Why is that so? It is because per capita, water levels are 600 cubic metres compared to the global average of 1,000 cubic metres. This Motion is more appropriate. I encourage that we integrate this into our city planning system and areas which are flood-prone like Budalangi and others. I support this Motion."
