Miruka, who is saying that we should create a Bill on water harvesting. He should come up with such Bill to compel everyone constructing a building to provide for water storage tanks not only for drinking but also for watering gardens, washing clothes and cars. He should come up with it, so that we can discuss it here and it becomes law."
