    "content": "What Hon. T.J. Kajwang’ is saying is true. Hon. Temporary Deputy Chairman, Clause 141 talks to the Authority. I am using the authority because we made an amendment and it is not a commission now. It says “shall in granting or rejecting an application for licence”. We are opening this licence to so many other players…(O ff record). We are introducing more licensees into this field. Assuming you want to move the Kenya Power and Lighting Company (KPLC) and a person has just applied to company “x”, who is a licensee, the person you are moving to needs to be considered in terms of the infrastructure they have already in place. As you are moving from person “x” to the other, these are some of the aspects that need to be considered, so that by the time we allow you to move, you will carry the burden that was there before to the new licensee.
