    "content": "Secondly, we are proposing to delete the words, “County Government” and substitute therefor the words, “relevant County Government, local communities and any other relevant agency”. In this amendment, we want delete the words, “county governments” because it is general and we add the word “relevant” to refer to a specific area. That is the justification of the amendment."
