But if you have legislated in a way that you have not protected the person seeking the licence, you cannot go to the Tribunal and succeed. What Hon. Nassir is saying is making conditions difficult for the Authority to misuse their powers. So long as someone has met all the conditions of licensing, they should be licensed. I support."
