    "content": "I agree with the spirit of this amendment. The only area that I have a bit of problems with is, unless you can deal with the two amendments to clauses 145 and 147, then there will be a bit of a hitch there. Otherwise, I agree with the spirit of the amendment, so that we have monopoly. And let us make it in mandatory terms so that we do not give discretion of “may” everywhere. I do not know how the Mover is going to deal with the two areas, clauses 145 and 147. Thank you."
