Temporary Deputy Chairlady, I beg to move: THAT, Clause 4 of the Bill be amended— (a) in sub-clause (1) by inserting the words “midstream and downstream” immediately after the word “upstream”; (b) in sub-clause (2) by inserting the words “midstream and downstream” immediately after the word “upstream”. The explanation is that this is also to align the Bill with the amendments made to Part V of the Energy Bill, just like the explanation I gave on the previous amendment."
