    "content": "(1) A person may make an application for alicence, permit or certificate to the licensing authority in the manner prescribed by this Act or the licensing authority. (2)The licensing authority may, within thirty days of receiving the application— (a) grant a licence, permit or certificate accordingly, either without conditions or subject to such conditions as the licensing authority may deem fit and shall be accompanied by the prescribed fee; or (b) reject an application for grant of such licence, permit or certificate. (3) Where the licensing authority rejects an application for the grant a licence, permit or certificate, the licensing authority shall give to the applicant reasons for the refusal in writing within seven days of such refusal."
