    "content": "(3) A person who contravenes this section commits an offence and shall on conviction, be liable to a fine of not less than— (a) ten million shillings, or to imprisonment for a term of not less than three years, or to both such fine and imprisonment if the contravention relates to sub-section (1) (a); (b) one million shillings, or to imprisonment for a term of not less than three years, or to both such fine and imprisonment if the contravention relates to sub-sections (1) (b) and (c) as well as (2); and (c) two hundred and fifty thousand shillings, or to imprisonment for a term of not less than three years, or to both such fine and imprisonment if the contravention relates to sub-section (1) (d)."
