    "content": "Hon. Temporary Deputy Speaker, I have a lot of respect for Hon. Wambugu. We wanted to debate this Motion and be convinced on the reasons for capping and reducing the percentages. If you look at the Mining Act, 2015, clearly, those provisions are provided for as 70, 20 and 10 per cent respectively. This Bill is inconsistent with the Act. If we are convinced what we are doing is not for the national good, we are wise people. Some of us are ranking Members of this House and we listen. The Leader of the Majority Party should not deny a Member the right to debate and make amendments. That is immoral."
