    "content": "Clause 17 provides that a person is qualified to be appointed a Director-General of the Service if he or she: 1. Is a Kenyan; 2. Is a member of national security organ; 3. Has not served as a Member of Parliament, a county assembly or as a governor; 4. Has not been convicted of a criminal offence ; 5. Has not been dishonourably discharged from a national security organ; 6. Has not been dismissed from any public office; and, 7. Has not been discharged as bankrupt."
