    "content": "In many occasions, we have heard of the pirates and Al Shabaab who are a threat to our internal operations, trade and tourists. In specific areas, you find that response mechanisms are not appropriate because the people who are concerned rely on the regular police force and the armed forces. The Bill seeks to establish a well-coordinated security force. As a country, we are now focusing on the blue economy which is in the Indian Ocean, Lake Victoria, Lake Turkana, Lake Naivasha, Lake Nakuru and all the lakes that we have. When we have a well-trained Coast Guard Service, this economy will be preserved. The threat of water pollution, people who take advantage of our heritage and what the country has in the Indian Ocean and lakes... We will make sure that this Coast Guard Service will offer support services to ensure that there is security and preservation of our heritage."
