(2) For the purpose of this section, “terrorism” shall have the same meaning under the Prevention of Terrorism Act, 2012 The justification is to insert a provision of offences and penalties for cyber terrorism crime as part of the offences in the proposed law, which is now largely a security related law. Such a crime will, therefore, attract a fine of not more than Kshs3 million or imprisonment of not more than 10 years or both. We are proposing to link the definition of terrorism to the definition obtaining in the Terrorism Act of 2012."
