    "content": "We had said these are all new clauses. What Hon. Musimba and Hon. Koinange have brought are all new but the numbers are the same. We said the secretariat will do the polishing and renumber all the numbers, but Clause 16B of the Departmental Committee on Communication, Information and Innovation and Hon. Musimba’s Clause 16D are similar. However, since this is enhanced, mine gets dropped. Clause 16B is dropped."
