    "content": "I really want to thank Members for passing this piece of legislation which has delayed. It should have been in the 10th Parliament or 11th Parliament. I am sure that Members will agree with me that we have a good piece of legislation today. I hope the President will not refer back the Bill for consideration in accordance with Article 115 of the Constitution. We have taken care of everybody. We have formed a very good Advisory Committee at the level of the National Security Council where the following people sit: Director of Public Prosecutions (DPP), Attorney-General, Kenya Defence Forces Chief of Staff, Principal Secretary, Ministry of Interior and Coordination of National Government; Principal Secretary of Information, Communication and Technology (ICT), Governor of Central Bank who represents the banks and the financial sector and the Director of Criminal Investigation (DCI). Our friend, Mr. Chacha Waziri, harassed Members. If this law was in place, Mr. Waziri Chacha could have been dealt with long time ago because he has harassed Members in this House. The first person who will taste this law will suffer because the penalties are very hefty. People should know this. They are Kshs5million, 10 years, 20 years or 30 years imprisonment or combined. Any Member can bring more penalties to this Bill after six months."
