    "content": " Mr. Deputy Speaker, Sir, I beg to reply. It has been the policy of the Ministry to employ early childhood development and education teachers. The teachers for public ECD centres are hired by the School Management Committees (SMCs). Beginning 2006, the SMCs have been recruiting ECD teachers with KNEC certificates. The salaries are also paid by the SMCs. The Ministry supports over 8,000 ECD centres by providing community support grants to supplement the teachers’ salaries. However, as I had previously explained to the House on a similar Question No.206, the hiring of ECD teachers by the Ministry was expected to commence in January 2010, but the process has delayed due to inadequate funding from the Treasury."
