    "content": "Mr. Deputy Speaker, Sir, with the onset of the new Constitution commencing on 27th August, 2010, it became necessary to convene a stakeholders meeting on 21st September, 2010 to revise the policy document in order to ensure that it is in tandem with the provisions of the new Constitution, particularly on the issue of provision of services at the county levels. It is envisaged that the team will finalize its work by the end of November, 2010 which is this month. We appreciate that as a Ministry this Question came up sometime last year and when we were in the process of forwarding the same to the humanitarian committee, one of the stakeholders suggested some amendments which we took into consideration and, therefore, delayed the process of submission to the Cabinet Sub-Committee."
