Temporary Deputy Chairman, I beg to move: THAT, Clause 13 of the Bill be amended— (a) by deleting paragraph (b); (b) by deleting paragraph (c) and substituting therefor the following new paragraph— “(c) monitoring and overseeing the technical arm at the county level in the performance of their functions.” The justification is that this amendment seeks to specify the role of approval of plans, which lies with the county assemblies and further re-word paragraph (c) to avoid the potential conflict with Article 67 of the Constitution, which provides that the NLC is in charge of monitoring and overseeing land use planning throughout the country. The amendment specifies that the role of the County Executive Member is to monitor and oversee the technical arm at the county level in the performance of their functions."
