    "content": "This amendment seeks to ensure that even the regional physical planning joint committees are under obligation to consider national security when they are preparing their Regional Physical Development Plan not only for security, but also for public safety. Certain national security installations are found in the regional parts of the country. It is to make sure that national security interests supersede everything. They are under obligation to put it into account when they are preparing their Regional Physical Development Plan."
