    "content": "This amendment recognises the need for developers to involve the public prior to undertaking a development project, as projects may have negative or positive impacts within communities. In this regard, the amendment creates a requirement that permits a person applying for development to notify the public. Further, the amendment provides that the notification shall invite members of public to submit any objections they may have."
